It becomes common knowledge inside the White House that the plan to get Pence to flip the election is illegal.

Trump dictates a statement saying Pence can flip it.
Trump then releases that statement, saying Pence agrees he has the power to flip it - inviting the inference that Pence has agreed to the plan.
Trump knows what he's trying to do is illegal.

Because Trump knew Pence wouldn't go along with it, he had to arrange for something that would get Pence out of the way.
Even though it was very clear to some of the Proud Boys / Oath Keepers guys that what they needed to do was to kill Pence (and Pelosi, and whoever else they could catch), Trump doesn't have to get anyone to make a real effort to kill Pence - he just needs Pence to be removed from the equation - so he sets up the rioters to make Pence feel threatened enough to run away.
And remember, White House people warned Pence's security team about "credible threats", which IMO were issued to make Pence himself predisposed to split the scene, which in turn would make it easier for his team to put him in a car and head for the bunker. Whether or not there were guys on Pence's detail who were in on the plot remains under the blankets.
Remember also that Jared Kushner testified to being very busy getting a shitload of pardons in order.
BTW, Mike Pence is no hero. He spent 4 years looking the other way, knowing full well that the whole West Wing gang was fucking us over and robbing us blind. He refused to do anything about anything until it was his turn to count the cash drawer, and then suddenly he decided to be a standup guy?
