I think this derives from Constitutional Originalism, but this guy wants to take it all the way out to the Logical Extreme - if not a few steps beyond.
This could easily translate to "property-owners only", and with not much imagination, to requiring a Literacy Test as well.
I can't remember the last time I saw anyone this adamant about squelching the vote.
