They know the polls are against all of it, but their dream of a permanent majority still entices them.
They lust after what they think is ultimate power. So they clutch their pearls and cluck their tongues and pretend to balk - they're all doing their best Susan Collins impression - but in the end, they'll either go along with it, or they'll stall, hoping to buy some time to make it somebody else's problem further down the road.
They're not gutless - they're just being typically sleazy.
Democrats know they're called to serve.
Republicans think they're entitled to rule.
