It's been said you don't set up a governing system that relies on people having to change their basic nature.

American democracy has always been dependent on honorable people doing the honorable thing.

The founders' main worry was that eventually some jagoff like Donald Trump would come along and blow it all up by simply refusing to behave honorably. But the expectation was that there would be enough honorable people to countervail him.

It held all the way up through Nixon. It was less a sure thing with Reagan, and it's being sorely tested with Trump.
