The important thing is to look at the effect of the law, and not the intent.
The plutocrats have spent decades overturning that basic tenet - the one that built Civil Rights, and Women's Rights, and elevated the rights of ordinary everyday people to live without having to worry so much about poisoned air and water and food, and a dozen other good things that companies are more than willing to trade for a few extra bucks in the bosses' pockets.
"Oh no, I've killed you? I didn't mean to - can I have your car?"
