Not owning your responsibility after the fact is a strong tendency of a "conservative" mindset.
A company (mining, oil, chemical, et al) goes belly up - or they decide to move operations somewhere else - and they can just walk away, usually leaving a mess for everybody else to deal with. And it's often a mess that threatens the health of the surrounding community.
IDK what needs to happen to minimize or mitigate the problem, but maybe we need to consider requiring a bond of some kind to insure against harm, or at least write something into the bankruptcy laws that ensures taxpayers don't get stuck with the bill.
