I think Joe Manchin won't support anything that might negatively impact his fossil fuels portfolio.
Which means we have to look hard at his allegiance to the political money he gets from Charlie Koch and the other big oil interests that prop him up every election cycle.
There's a fair probability that he's got a PharmA money problem too.
