She's basically pointing out a variation on Chesterton's Fence. ie: Don't do something irreversible without understanding the consequences of your actions. Don't tear down the fence until you know why somebody put it up.
In this case, gutting EPA and species protection rules makes it easier for a critter to go extinct, and while we know some of the effects on the ecosystem will surely be negative, we don't know what the specific long term ripple effects will be. Remove part of the food chain, and there will probably be some adaptations that nature can make, but there's more than a fair probability that those adaptations won't be to our benefit.
Leave shit alone until you know what comes next.
"Move fast and break things" is a child's way of thinking.
